"easements" here have to be surveyed and recorded to hold water

"extra " water from tiled ground is the responsibility of the owner of the tiled field to get to a place where the water does not flood someone else's field .

It looks like the first contact should have been made when the tile crew was next door

The standpipe should have been installed it the fence row . Pretty stupid the put it in the middle of the field .

If it is to allow air, into the tile to enhance volume capacity, it would work plus or minus the 100 yards

I'd look under the trespass laws to find a cost factor to pay for the right to dump water on me
