He most likely ran onto tyour property and hooked into a tile main for an outlet for his tiles. If it is a county outlet, he has the right to hook into it and you cannot stop them here in Indiana.
Not knowing where you are oir the regulations I can't say on this instance. I would contact your county surveyor for assistance if you have one.
