Need a little more info here.

What about an easy-going trip over the see the property owner or tenant? Tell him that you see he has been tiling and that maybe the tiling contractor was not aware of the property line.

It is easy to "begin in a friendly way". You can always fly off the handle, but hard to back up.

Will the tile help you directly? Does it drain a low area for you? Does it help you indirectly? Will it lower your overall water table in the area? Is the drain going to be in the way of your farming? Is this a pasture? Perhaps after a little thought and understanding you will decide that the tile is a benefit to you.

What property is the purchase agreement for? Your property? What changes are not to be made? Can you paint your house? Can you rock your drive? Do you own the property now or are you in the process of purchasing the property?

This could be an opportunity for you to get acquainted with a new neighbor, and to show your true character.

Maybe it is a mistake. Maybe he is intending to harm you. I would not assume that to start. Good luck!
