New Mexico | to figure out if the blue pipe is piping water out of your's, or piping water in.
( for all you seem to know, maybe the rural water system is just going thru and it's not a supposed nieghbor at all )
It's really not that tough to figure slope out, and you have definitely NOT made that clear ( kind of an amazing omission, since you also claim to have to farm around the blue pipe now ).
Heck if they're piping water out of your's, maybe it needs run in another 100 to 300 yards.
