If the water is coming to him (downhill), the water will pool there and create a problem, so a simple plug of the tile will not do much good, the neighbor's water will be coming his way.
Be good to get pictures and see what was tiled on the neighbor's side before the ground gets worked up and the 'evidence' of what all was done disappears.
