field tiling laws?

I grew up on the farm and am still here, I have some knowledge of tiling but not a lot. My dad did plenty of tiling, I know that dad would have tiled the area if he would have thought it was needed. There is a blue pipe that sticks out of the ground that wasn't there before the weekend. I would like to know if water will collect there since the tile will carry water down to that area, I do know it will be in the way of putting in a crop. I understand that it could be beneficial, I just wish I would have been asked. The last couple of years I have been successfulling running 160 acres in addition to the 12 competitive barrel horses we have so I do know a little bit about farming. We have always done things differently than what this guy did. (like ask first). I still don't know if this is something he can just do without asking.
