You need someone familar with tiling to help you here. Your descriptions are a bit confusing.

So the neighbor is dumping his water onto your property? They put an outlet, not a drain, onto your property?

That is bad.

Yes it was wrong.

Yes people do this, my aunt talks about this happening back in the 1950's on their farm, it happened them, it happens now, it's happened in between.

It's not right, I find the local govt won't want to get involved because it;s already done, so you got to get in there and fight. That can cost you a bunch too, but how the local govt's will view this; a private fight between 2 individuals, not their concern......

And yes as a buyer I wouldn't be too happy to get this problem dumped on me so I understand it can affect your sale.

Not much help, but was kinda hard to understand the problem.
