Been thinking about this for a day or so.
Here's what we did for my Dad when he went into nursing home.
Dad received S.S., a small pension, his savings, his car, and his house in town.

With Dad, I was POA. Each month I paid the bills for the nursing home and the house utilities, insurance and taxes out of his checking account. The money in that checking account came from the SS, and his pension. I had to transfer some from his savings a couple times toward the end.

Dad was in the home for about a year and a half. He didn't run out of money, but we knew that if it came down to it, we would have to help by putting money in his account. We were not going to sell his house or car while he was alive. It gave him hope that someday he may be able to go back home, and his peace of mind about the house was important to us (I have 2 brothers), and we were not about to take that away from him.
He had some meds, but also had Medicare and his supplemental insur.

So, if your mom doesn't want to sell to you at fair market value, you will need to come up with the difference somehow.

And as far as the home taking her SS money, isn't that what it's for (living expenses)?
