I recommend you only consult with a lawyer who specializes in estate planning, so they'll know the current regulations and various options that apply to your situation and your location. This isn't a time to just go to any lawyer who is close by or that you might know, as you could end up spending a lot of time and $ with them and still not have things set up correctly and the most benefical. Also check with your accountant, if you use one, as they may also be able to assist. There may have been some tax laws that apply to all this which have changed for 2019. You'll need someone current in all this stuff.
It's a big job and lots of things to consider, and probably the sooner done, the better. I wish you and your mother the best with all the decisions.
