I read half the replies so pardon any duplication.

Is he better than nobody or the possible next employee of other issues?

Does he directly make or lose you money?

You may need to manage for what you have and his strengths. Slow, consistent, reliable is best for some jobs. Don't give him the jobs he is not good at. He may not fit the "all around employee" box you are trying to put him in and you are mad at the disassociation of your targets and his abilities your interview interpreted.

Good luck either way. Your hire was the top of what you interviewed so every other potential employee was below this. Know your market. Know when to hold em,, when to fold em, and when to walk away and when to run. Play what you dealt yourself and it can work out.
