Some people are careful and deliberate in their work. Some are just slow, I guess.

When I was in tech school and worked for the school for one term, I recall a guy who was working the book store counter filling out forms. It took him a long time to fill out the form for each student but he had the most beautiful penmanship I had seen from a guy in my generation or younger. Everyone else was trying to keep things moving as there was a crowd of new students needing books and supplies but he would not be hurried. He turned out quality but only so much in an hour.

Edit:

You note he has the CDL. Have you put him in a truck? Does he drive at half the posted limit? If he makes decent time driving you may have your answer.
