If you think this is bad, go visit a unionized manufacturing shop...it'll make you think twice.

In my job, right now I am dealing with trying to get machine efficiency times up. I see ranges from 25%-60% during a shift. The best way to handle this is sit with him for a day or 2, watch what he does and give a best guess for how long it should take for EACH task. Figure up what is taking too long...is he making 2 trips to get something when one will do, is he just slow, or is something else going on? This will give you REAL answers.

Sometimes guys can't think 2 steps ahead. From what I referenced above, if I was doing that job, I'd be hitting 70% or better every day. But that's how my brain is wired. Sometimes you get simple thinkers...put him in a repetitive job and see what happens.
