Until they come up with an ear bone at least that matches the whales it will continue to be a hypothesis.
It is not a hypothesis that the ancestors of modern whales used to have legs.
Look at the specimen in Berkely's web site about the evolution of whales that show the vestigial hind legs.
having done puzzles I know that you soon find out that all the pieces did not come from one puzzle.
The more experienced you are the sooner you figure it out.
