If I'm understanding your description of what you have . Your dealing with back pressure from an outlet that can not exhaust the flow coming in . This problem will never go away . Best you can do is to provide breathers to let the back pressure to vent . Granted you will still be dealing with the water above you , but at least the back pressure will not be creating blow holes every where . Now this is the part you aint gonna like , you cannot block your neighbors tile . You do that and the water gushing across your ground heading for its natural flow , is really gonna make you sick . You have a tract that is at the bottom of the water shed , this problem has been with this tract for ever . It is what it is . There is one cure , but you won't like it either . Install a lift station to lift the water up and over the dike wall . Abandon the existing tile going thru the dike and emptying now . Maybe if you could devise a backflow valve that kept the high water from backing up , you may not have to abandon the existing outlet . But you will still need to lift the water up when the river is over the outlet. Have you thought about signing this area into some kind of set a side ?
