If the installation is that poor(not doubting you)then maybe send a camera up through it to make sure there isn't a chunk of something causing restriction near the outlet or maybe they over achieved and managed to partially collapse an 18" tile. I just can't for the life of me see how an 18" draining only 160 acres can have that much back pressure without some kind of major restriction near or at the outlet.

Also I agree with other comments above that plugging that tile will lead to water blowing out and flooding your ground , and or a lawsuit. If you think you are already headed to a lawsuit take pictures , document everything , and have your lawyer fire off a letter to them letting them know you've had enough .

Good luck and I hope you have better success than we've had in these situations. We are on the bottom end of a few big tile runs and boy oh boy it always amazes me how a few on the high end have little to no concern for the guy on the bottom. Please keep us posted.
