West Central Iowa | Things must be different here. Here it would of been your (or the previous owner) responsibility to put the tile line across your ground to outlet their water, and if the bottom guy doesn't want to pay for it, they can dump the outlet at the fence. That's how it works here anyway, I would of been glad that they put the line in, especially 18 inch, That's got to be pricey. You could just put a little dike and an inlet, and have it over with.
