A little more back story. The person that had the tile installed sold the farm not long after having problems on many farms that got grid tiled. The new owner is an out of state investor, it is rented through a farm management company. Current tenant rents several other farms that was tiled also, he isn't happy either. Basically no one willing to step up.

Thanks for clarification , since the 'neighbor' is just the renter I don't think you should expect him to fix the tile issue ,but the management company and investor is 100% responsible and needs a lawyer letter and a 'bill to date' of damages....

I held back on lawyer idea as I thought it best to stay on reasonable terms with a neighbor so disregard my previous advice...

We have a drainage inspector in our township and a provincial drainage tribunal , Indiana must have some drainage rules.
