Can you/they install a tee and riser made from glued pvc down by the outlet that would act as a relief and discharge the water over the levy into the ditch? Just thinking if their field is that much higher maybe it would push the water up and over the levy instead of blowing out the joints underground ?

Yes. Put a riser at the outlet to let the pressure blow off.
Its a cheap fix.

20 in of cover will not meet specs
Driving over it will cause damage.

Does the outlet go into the ditch straight or at a 45 degree angle?

Coming into a ditch at angle toward the down hill flow will pull water out of the tile with the current in the ditch.

Outlets coming in straight will just back up when under water.
