No its not -- if you look at fertilizer charts, you are applying removal only if you're in the mid range. So in theory there is no benefit for addition, so you are simply replacing. If you're on the low end you are applying removal, plus a statistically derived amount that should give you yield parity with the "optimum" soil test. If you have tests in the high levels, you really have little benefit to applying ANYTHING -- now that doesn't mean that there's no reason not to. It may be cheaper to keep it high than let it get lower and have to apply more later.
