My recommendation would be a pull type hydroswing discbine. With rollers, not flails. I bought a new JD 15' like that a couple years ago for $31K brand new(it was less money than a Hesston is why I went green). You should be able to find a very good used one for $15-20K. Your budget would have enough money left to buy a tractor for a power unit for it, and that tractor would be available for other jobs when it's not cutting hay.

The disc part is important, they basically never plug. This overcomes the advantage a SP sickle machine has over a pull type sickle machine. You just set the bar down where you want to cut, and it cuts it.
