Yes, but like I said, there is a very small window where the ground isn't either frozen or has a crop growing on it. Frozen ground doesn't erode very fast.

Leaving the tilled soil rough rather than smooth helps to prevent blowing.

Does some blow? Yes. But it isn't very much.

There is some soils that not fall tilling works here. There is a good portion of soil that not fall tilling doesn't work here. Fertilizer needs incorporation somehow.
