Yes, it is tiled. Problem is heavy black top soil with high OM and heavy clay subsoil. A bunch of snow and frost with a mat of last years trash on top of the ground doesn't make for fast soil conditioning for planting. If not fall tilled, the soil will carry and field work COULD be done, its just cool and mucky when compared to ground that was fall worked.
