That could be part of it.
I don't know that imported lean trimmings are cheaper than those produced in the U.S. but the availability of those trimmings is probably part of what prevents anyone from building a new cow kill plant. But even if a new plant was built, it wouldn't change the math - we would still need imported lean trimmings to keep up with the ground beef demand of our consumers.
But you said that cull prices are low because they can't kill enough cows to meet the demand, if imports weren't so cheap/easy to get here the new plant would get built, and we would see culls worth more.
