scmn | You are correct it is off road. In MN lawnmower gas is exempt from road tax only. Stil have to pay the sales tax. When applying for fedetal fuel tax refund with taxes (IRS Form 4136) different rates depending on use. MN is refunded using form PDR-1 which states sales and use tax may be owed unless exempted, see link. Basically you pay road tax or sales tax unless exempted, so a lawn mower in MN would be exempt from state road tax, but not exempt from sales use tax. The joys of things you learn when filing sales use tax in MN (for a side business we have), gov't wants your money.
