That is one thing everyone forgets, you can contest in court.

I am aware of a manufacturer in Minnesota that has production facilities on opposite sides of a county highway, IIRC they got a permit from the county to cross the county highway with their semi toter truck that they using for moving semi trailers around on their property, they were allowed to run red fuel and no license on the toter and still cross the county highway. I guess some counties still have a clue and don't want to bite the hand that feeds them. I would suspect if they got a ticket that the judge would throw it out.

I know of one farmer that was ticketed for red fuel in his manure spreading truck, judge from a farming background threw it out.
