I got stopped one time for fuel sampling. IRS agent in car with DOT officer. I had owned truck for 6 days. Put fuel in twice. Tank on one side had valve turned off. There was red fuel in that tank. I sat in car discussing situation for two and a half hours. After that, I went right to lawyer. We sent exhibit A through H to IRS. I had paid the tax I owed. About 6 weeks later, I got letter to the effect that due to your reasonable explanation, no charges. The fine was to be $1000. And they wanted checking account number so if a person didn't pay, they would just deduct from account. No due process with local prosecutor. Then progressive. Second offense $2000. Third $4000. And so on.

A few days later, the pair was at local sale barn. That fall, calves were selling awful. 50 cents per pound. They fined 33 pickups. I thought it was something that those 2 guys saw the sun come up the next day.
