I think most dealers charge book time unless it is something out of the ordinary.

The dealer has to pay wages for the service manager, secretary, bookkeeper, equipment washer, HR manager, etc out of those charges. They also have to pay the tech for non billable time such as training, breaks, time spent in conversation with customers or other employees, time cleaning the shop, etc. They have to pay half of the SS, health insurance, retirement, etc for all those employees. There's also overhead costs. Building, heat, electricity, insurance, computers, software, snow removal, etc. There's a reason why so few guys go out on their own full-time.

I have an independent mechanic I use some. He charges $100/hr from the time he arrives until the time he leaves. I'm ok with that.
