In my case it was the landlords that requested the wait until more info was know to set rents. Top their credit they understood in Sept. that things had changed but thought that more time would give a better picture of the reasonable rate of rent. Some on them agreed once given it as a option but the original suggestion came from the landlords.
btw : waiting paid off for them, when the markets rallied from the harvest lows rents did also move higher than fall low offers.
abtw : Changing in farming methods will also be happening as economics dictate
