There is one word that you might have overlooked and it is the word "most". He differentiates between one class of landlord and another who are his " business partners". Either some do not participate in the landlord - tenant partnership or he operates one or more outside businesses with partners involved.
Also how often do the landlords that you know want to discuss lowering the rents without prompting from the tenant? If I were a landlord and the tenant didn't raise the need to discuss rents by sept 1 it is assumed that the terms of the last agreement will stay in effect and thereby assume the tenant is agreeable with those terms. I take it Tara would have been fine with the previous terms from what he has posted?
