Your last sentence is very true. Back in the early 80's, a neighbor approached my Dad about selling us his farm. His asking price was rather high. Dad told him that he would think about it and get back to him within the week. Dad made an offer that was right in line with land prices at the time, but the neighbor went ballistic - extremely mad. Turns out, none of the other neighbors he approached would pay it either, and he ended up owning that place for another 10 years before a guy who was dating his daughter ended up buying it.

Anyhow, this guy drove by our place twice a day, every day. He refused to wave or even speak for many years. We would always wave, with a big smile as he drove by though. This went on for at least five years. Slowly, he began to "come around" - first he would "wave" by lifting a finger (no, not the middle one!) off the steering wheel. Eventually, he would smile and wave when he went by and still does to this day!
