Where the plate would go, the dealer has a paper or plastic plate with the dealer's name there instead.
When you buy the truck and get your own plates you take theirs off an put on a real one.
I think in some states the plate stays with the truck through different owners. Where I live the owner moves his plate from truck to truck.
