True.

Skim milk is just sugar (lactose) water and some calcium. Might as well consume a few teaspoons of sugar. Milk raised my blood sugar as badly as bread. The fat in the full fat milk does two things. The fat slows the metabolism of the milk so the blood glucose spike is not quite so pronounced (but not by much) but the worst thing is without the fat it provides little in the way of satiety. So it leaves you hungry and the lactose sugar high lasts an hour or two then you are really, really hungry when blood glucose crashes.

Fat and protein satiates hunger. Carbs do for a little while but two to three hours later when the sugar spike wears off, blood sugar drops like a rock, the rebound low in the blood sugar tells the body "eat something, I am hungry". And the cycle repeats.

To get off the insulin/blood sugar roller coaster switch to a more stable longer lasting fuel, fat. Lower the carbs and increase the fat and protein. Not medical advice, just my experience and what I read.
