Speed limit on county roads and pets on the road are two different issues.

If you let your pets run loose and you live on a road, they will get ran over. That is a fact of life. I won't stop or go apologize for not risking my life and property to save poor Fluffy. Only time I would stop is if they did serious damage to my vehicle, then I would hope they would have the decency to offer to pay for it. It is no different than if they knowingly left a spare tire out in the road and I hit it after coming around a corner.

Now speed limits. Yes people drive way too fast on county roads. They are rough, poor visibility at intersections, loose graveled, slick, steep hills. People ought to have the sense to not need a speed limit sign. But we know how uncommon common sense is anymore.
