Not a cat person myself but nevertheless I know how it feels to lose a pet. Sounds like MN is like IN. Speed limits are 55 unless posted. To change the speed limit one has to petition the County Commissioners. It then goes to a public meeting & the commissioners then vote on it. The ordinance then must be published for so many days , after which another public meeting is held before the ordinance is adopted.

A few years back the county black topped our road, previously gravel. Traffic picked up as did speed. Some of the neighbors approached the sherriff about what could be done to slow traffic down. He offered to come down & do speed checks but warned it would apply to all vehicles, local or not. That took a lot of the stem out of their sails, no-one wanted to risk getting a ticket. He also did say that it was hard to tell by watching whether someone was actually speeding or not. So happens a car went by about that time that several thought was speeding but when he checked the vehicles speed was less than 50 mph.
