Not to sound harsh but stopping and talking about it will not change anything. I have thought of this before and think if you stop the situation can not get better and may get worse, if the owner gets emotional and or angry with you. When it is the pets owner who should look out for the well being of there much loved pet, not the person driving down the road. If you want to be assured of its saftey do something about it, don't expect everyone else to.
