RE228724 says it’s a kit but doesn’t describe what it is. Does that include the necked down tube and the big pump?

So it I want to push to get it machined for the big tube should I get the pump (AR75648?) and the larger pickup tube which I assume I would have to find in a 4440 manual? Is everything else the same or do I need to buy a bunch of stuff in the diagram I posted a screenshot of?

Yes, the kit includes everything shown. The hole that needs bored comes in from the top just to the very right hand side of the sump screen. If you bore the hole you will need the 4440 suction tube.

Asked parts department and they says the kit is not available.

I figured maybe I could buy used and rebuild it so I looked for the part number for the gears and there is no part number.

I see there are used ones available online but how do I acquire something that is good quality and worthy of going into a tractor that you hope to still have running 30 years from now?

I would try to find most of the non wear parts used from a 4440 and get the pump parts new. The last time I got a pump a new one was available once you tracked down the correct updated part number.

Also there is an old (mid 70’s) JD service bulletin on checking the amount of travel the traction clutch fingers had before they bottomed on the clutch cover. Early 30 series Perma clutch tractors did not have enough travel and the fingers would bottom and the clutch would start slipping before the clutch disks were wore out. It is pretty simple to check this when the prema-clutch adjusting tool is setup on the clutch. I am running a grain cart today but I will try to get you the bulletin number tomorrow.
