I did not know that babies in the womb are in ketosis in the womb! Very interesting. I would still say though that there would be lactose(milk sugar) in her breast milk regardless of her diet though the level could change? So the baby would not be in ketosis unless I'm grossly mistaken on how human lactation works?
Its very possible that going on a ketogenic diet is may be healthier then continuing on the standard american diet for the vast majority of people. Also there is a big difference between being low carb and ketogenic IMO. Low carb is considred 400-600 calories or less from carbohydrates and that is what I usually shoot for myself unless I go off the rails or am doing a lot of physical work.
