I think I'd try 30 middle age cows and go from there. I'm afraid the grass fed niche is something that doesn't fit your resources. Maybe I don't get it, but you could eventually winter and summer 60 cows pretty inexpensively, assuming cover crops are a byproduct and the cows don't have to tote the seed and tractor work bill.

Maybe you want fall calving if you have pretty reliable fall winter and spring cover crop or stalk grazing, then summer dry cows on your grass pasture. Sell your calves when grass fever comes on.
