Subject: This will hurt sow units.

The manure that comes out of sow units is so watery (from power washing and sow being limit fed) that you can apply the maximum rates yr after yr based on a manure management plan based on Nitrogen and never raise the P level if you are removing 180 bu corn and 60 bu beans. In fact the soil test will go down without adding commercial P.

Part of the reason for this is that MMP's in Iowa consider that all of the N is available the 1st yr. Contrary to what Iowa St, Purdue and Neb have published from their research. Iowa is the only state that bases their MMP's off of the N being 100% available, other states use a availability factor of 50% - 60%.

Bottom line is this proposed rule is not backed by science and will hurt the pocketbook of confinement operators. Those are the only two requirements for the EPC to sign something into law.
