Iowa law requires a manure management plan with larger livestock operations.  As part of that plan the farmer must state where the manure will be spread and enough acres must be identified to utilize all the manure without an excessive build-up of N and P.  By limiting the acres to corn production only, the manure management plan will by law require more acres thus limiting the number of livestock operations.
