it is not likely that putting N on the fall ground going to beans does anything but enhance the soil, as compared to putting too much "stuff" in it that leaches away.

(I cannot think of the guy's last name, but I was at a ISU field day sometime back, and spent some time with him at the demonstration-----seemed to be quite level-headed.) 

I think a change of state administration will help.
