See my other reply on the other pop up post for most of your questions. Concerning the winter wheat program. Almost anything works once. At the fertilizer plant that I used to run, if a customer wasn't putting "P" on until now (topdress time) we often either cut the "P" rate or eliminated it entirely. It is a bit late for applied "P" fertilizer to make much difference at this late date. If you had any kind of a previous crop, the main thing the applied "P" for your wheat at this time will do is protect the soil test level. "P" on wheat is more of a starter, than a finisher. If it didn't go on the wheat last fall for starter, it probably won't pay to do it as a topdress.
