Labor,labor,labor. Immigration policy for legal immigrant labor doesn't exist in the U.S. After 9 years (and many $1000's )of trying to get six workers legalized we got one. Canadian friends who vacation down here say it is easy and common to fly workers in from Mexico. They have several hothouses. "Here" we have the climate, the water, and the soils for vegetable crops during spring and summer, but no labor. Locals won't do field work. A simple guest worker program would open the doors for higher value crops.
