One reason was the lack of refrigeration. Once slaughtered, a carcass had to be eaten before it spoiled, unless it was salted or smoked. A smaller lamb is easier to use up than a larger steer. The same could be said for goat, but now you're getting to the point of "would I rather eat this or starve to death?"
