I think this is the key.
I'd look into rules and regulations on the subject if you're intent on the matter, maybe their aren't any and you can do what you want.
If it was me, I wouldn't risk putting new rules in place on your main employee so the guy that has worked for you for a total of two weeks has a work environment with more "temptations"
