The comment is meant for bead seating only.
Look at most tires, and this is what they say imprinted on the side. If the tire is on crooked and is aired past 30, the danger of a fatal boom is too great. \
I never go past 30 with any tire before I make sure it is seated properly. Crooked seats are dangerous ones.
