I've had to use a duck bill hammer and pound on tire working from where its seated slowly. Each hit would bring more into seated positiin. And I use plenty of mounting compound. Radials are worse as the tire is under sized just a bit to fit tight on the rim so they dont spin at low pressures and high draft loads.
