Is the 10% blend wall a mandated limit? Could a fuel distributor blend 11% and would anyone know unless the fuel was analyzed? The reason I ask is: if an older engine can use 10% ethanol without a problem why should it suddenly fail at 11%, 12% or even 15%? Has anyone ever demonstrated that an engine which can successfully use 10% will absolutely fail at higher levels?

The reason I ask is: if oil is $100/bd then RBOB and/or sub-octane gasoline is at least /$2.38/ gal before entering the refinery. In fact RBOB is $2.98/gal today and was as high as $3.35 last spring while denatured ethanol is priced at $2.20 for Sept even with cash corn well over $6/bushel. It seems to me that gasoline retailers would have a powerful incentive to blend as much less expensive ethanol as possible.
