I'm with the other guys. In a perfect world your way might work, but we all know there will be 1 or 2 vehicles that will try to pass no matter what. Knowing that beforehand, why would you start out in a fashion that will make it dangerous for everybody that way? Because when a convoy is 1/4 mile long, it's going to take significantly longer to pass than just ducking around 2 pea pickers. Just like when 2 or 3 semis are stacked up on the highway. Nothing worse than that, and who are we to judge whether the traffic we're impeding is "less important" than we are?

And a pilot car in construction zones is not even remotely comparable to this situation... Construction zones are well marked, highly controlled and in a stationary spot. Equipment moving down the road isn't anything like that.
