No, PP makes no change in existing APH yield.
I have learned more about PP in this thread than I knew about it before, and that tidbit of info seems to hold the key to ending abuse of PP like you guys are indicating. Yield average needs to fall on fields that aren't planted. It is clear to see how the current rules might reward sloth and irresponsibility.
